This is an importable outlook delay rule that all outgoing emails will sit in the Outbox for 1 minute before delivery will be attempted. 

Outlook 2003: 

Tools -> "Rules and Alerts"

Click "Options"

Click "Import Rules..." 

Browse to where the .rwz file has been saved...done

If someone could confirm if this works the same for Outlook 2007, I'd appreciate it.

Why don't you just turn off "Send immediately when connected" under Tools -> Options -> Mail Setup tab. Then enable a scheduled Send/Receive under Tools -> Send/Receive -> Send/Receive Settings -> Define Send/Receive Groups.

Hey Marty, thanks for the comments. When I turn "Send immediately when connected" off, I still run the risk of the X minute window timer coming active when I send a message I would like to be delayed. Setting the window to one minute sometimes only give me seconds to stop an email.

I am quite happy with the Tools, Options..., E-Mail Options.., Additional E-Mail Options... and the "Press CTRL+ENTER to send a mail" (or the like - I am a user of a German Microsoft Outlook) to have a ~ "Are you sure" kind of dialog-box that already has helped me a LOT thinking twice before sending.

Hey Leo, I had that for a while, but like all constant confirm dialog boxes it ends up become part of the "short-cut". Shift-Delete then immediately enter has become the short cut for me to delete a file permanently.

actually, I just have mine set to send/receive manually. I decide when i send, and when i receive... though I can also sit there and ignore a ringing phone, and even ignore the beep i have voicemail... I maybe a full techniphile, but I keep it in my mind that we built the tech, the tech didn't build me :)
